Request for Quotes - Legal Services for LMI Property Owners in Durham County
Central Pines Regional Council is requesting quotes for a firm to with experience in legal services, assistance, and education to vulnerable property owners to offer legal counsel, documentation support, and access to referrals for more complex legal challenges. This work will be conducted for residents in Durham County, specifically in the Fayetteville Corridor community. All services must be completed and reported prior to November 30, 2026.
Request for Quote: Legal Services and Education. Response deadline May 8, 2026, by 5:00 p.m. To be considered, answer the following questions. Any questions received must be in writing and will be posted on CPRC’s website here and will be posted no later than (May 1, 2026). Questions must be received by April 30, 2026.
Qualifications: One of the objectives of this project is to provide individual legal resolutions for title issues like heir's property and broad community education on estate planning (residential and commercial). Provide the qualifications for potential staff that may be working on this project. Minimum qualifications include demonstrated experience, specifically providing legal services and education to vulnerable property owners in North Carolina. The selected individual or firm must have a proven track record in North Carolina property law, heir’s property resolution, estate planning, and working with property owned by those considered of low or moderate status (LMI).
- Include an overview of your experience working with vulnerable populations, with an emphasis on individuals classified as low or moderate income (LMI). Also provide your experiences working with LMI populations within Durham County.
- Offer examples of how you have provided individual legal services, related education services, and training in group settings. What is the typical group size you serve and what is the largest group size you have served. Please provide at least one example that illustrates a project supporting individual LMI residents/commercial property owners, in addition to at least one example that illustrates a group setting example (can provide up to two examples for each category).
- Provide any experiences you have had contracting and/or working with Central Pines Regional Council (CPRC) on previous projects. Include the staff point of contact.
- *We will prioritize a firm or individual that has provided related services for the LMI population in the City and/or County of Durham.
Scope of Services: The selected vendor will be responsible for providing the below deliverables before November 30, 2026. Pending external forces that may not be able to be controlled, identify how you plan to compete the below prior to November 30, 2026. Your response may include how you plan to identify intake for 20 individuals for individual legal counsel and how you plan to recruit up to 150 participants for group education and training.
- Individual Legal Counsel (up to 20 individuals):
- Resolving contested ownership, title deficiencies, and heir’s property issues.
- Providing documentation support and referrals for more complex litigation.
- Group Education and Training (up to 150 participants):
- Facilitating estate planning clinics and will workshops.
- Managing logistics for evening/weekend scheduling, accessible venues, and participant support in the community (this would in partnership with CPRC).
- Timeline: Your proposal must recognize that you understand the above scope of services must be completed by November 30, 2026. *We will prioritize a firm or individual that can confirm these services, and these deliverables can be completed by November 30, 2026.
Cost Proposal: Provide a cost estimate. This can be broken down by hourly rates for relevant staff members and/or as a “not to exceed” expense. Include all other anticipated expenses such as travel. We are not providing the available budget prior to selecting a vendor.

Central Pines Regional Council (CPRC) is seeking proposals from qualified weatherization and energy service firms to install energy-efficiency upgrades and retrofits in up to 20 residential units. The project location will be along the Fayetteville Street Corridor in Durham, North Carolina. The goal is to reduce electricity costs for households, increase energy independence, and maximize long-term system performance.
